The Government begins the year facing obstacles to the approval of new laws due to the break with Junts and the distancing of Podemos from the coalition with PSOE and Sumar. This situation has generated a parliamentary stalemate, with bills accumulating in Congress awaiting processing. There are initiatives that have been pending for two years, such as the family law and the universal health system law, whose deadlines for submitting amendments have been extended since they were sent to Congress in the first half of 2024. Furthermore, there are projects that originated from royal decrees, which were validated and began to be implemented, but which the Government agreed to process as bills at the request of its allies. There are law proposals that PSOE has supported, either individually or alongside its allies, but which have been sidelined due to a lack of support, such as the reform of the gag law or the one aiming to reduce the alcohol limit for driving.
Around fifty bills are awaiting processing while waiting for support.
