The proposal by judge Laura Díez suggests denying the application of former Catalan president Carles Puigdemont to annul the national arrest warrant issued by the Supreme Court. Legal sources have confirmed that the report proposes rejecting the request for precautionary measures submitted by the former president’s defence, while the Constitutional Court rules on the amparo appeal he filed against the decision of the superior court to deny him amnesty. The draft law, in agreement with the Public Prosecutor’s Office, will be discussed next week in the Plenary, where the presentations of judges Enrique Arnaldo and César Tolosa, who oppose the suspension of the arrest warrant affecting former councillors Antoni Comín and Lluis Puig, will also be presented. The decision of the investigating judge of the Supreme Court, Pablo Llarena, prevents Puigdemont from returning to Spain. One of the arguments in the ruling is to not question the judge’s actions and to prevent actions that could influence the direction of the judgement. However, it also ignores the argument of the former president, who has evaded Spanish justice, by stating that the compliance of the Amnesty Law with the Constitution does not mean that precautionary measures should be lifted immediately.
