Kaja Kallas, the High Representative of the European Union for Foreign Affairs and Security, dismissed on Monday the existence of a discrepancy between the Twenty-Seven and NATO. Kallas stated that what they are seeking is for member countries to collaboratively increase their investment in defence during a press conference in Oslo alongside Norwegian Prime Minister Jonas Gahr Støre. Kallas emphasised that 23 of the 27 EU countries are NATO members and work with the Alliance to strengthen cooperation, although she acknowledged the importance of the EU being more autonomous on security matters. However, Kallas dismissed the idea of establishing a European Army during a conversation with Støre at the Oslo Security Conference. Kallas remarked that those who argue for the need for a European Army may not have considered it practically.
