In a report, the Central Operational Unit of the Civil Guard links two former officials of the Junta de Andalucía with Luis Rubiales, who was the president of the Royal Spanish Football Federation, in a scheme of manipulating contracts for the renovation works of the La Cartuja stadium in Seville, in exchange for illegal commissions. Those involved are José María Arrabal and David Oviedo, who hold the positions of president and manager of the public company of the Junta de Andalucía responsible for the management of the La Cartuja stadium.
The UCO implicates two former senior officials of the Junta de Andalucía with the works of Rubiales in La Cartuja.
