The ruling by Judge John Tunheim prevents the Department of Homeland Security from carrying out an operation aimed at identifying and reassessing the situation of refugees in the state, on the grounds that it violates federal law. The judge stated that individuals who have completed all the procedures to obtain that residency but have yet to receive it cannot be imprisoned unless they have been charged with a crime.
