Kiev’s allies commit to ‘binding’ security guarantees for Ukraine.

The Volunteer Coalition committed in the ‘Paris Declaration’ to establish a “system of guarantees that is politically and legally binding” for Ukraine, once a ceasefire is achieved, which will be supervised and verified by the United States and an international force. In the final declaration, signed alongside Ukraine and published by the French Presidency at the conclusion of a summit at the Élysée Palace, it states: “We are ready to commit to a system of guarantees that will be activated once the ceasefire is implemented.” This is the main conclusion of the summit that brought together leaders and representatives from nearly all European countries, as well as Canada, Turkey, NATO, and the institutions of the European Union. Also present were two envoys from US President Donald Trump for Ukraine: his special envoy Steve Witkoff and his son-in-law Jared Kushner, who participated in a meeting of the Volunteer Coalition, established in March by France and the United Kingdom to provide «security guarantees» to Ukraine in the context of a possible ceasefire. This front on Ukraine’s security against Russia includes five «solid guarantees for lasting peace,» which are detailed in the document.
