Kyiv is preparing changes to the mobilisation system in light of troop shortages.

Ukraine is taking measures to mitigate the lack of soldiers, providing clarity and incentives to potential recruits while addressing the issues caused by the increase in personnel taking leave from units. Mobilisation has become a sensitive matter for Ukrainians. Since the number of volunteers has decreased, the country has had to resort to compulsory mobilisation to maintain stability within its Armed Forces. According to Defence Minister Mykhailo Fedorov, the authorities are working on a reform of mobilisation to tackle the existing problems and ensure the country’s defensive capability. The reform is expected to provide incentives for soldiers in service and those who enlist, with the aim of attracting more recruits, reducing tensions between recruiters and the civilian population, and decreasing the number of desertions.
