The leader of ERC, Oriol Junqueras, stated that there are no conditions to begin negotiations on the budget in Catalonia due to the PSOE’s failure to comply with income tax regulations. During his speech before the national council of ERC, Junqueras asserted that it is the responsibility of the PSC to persuade the PSOE to fulfil its obligations towards ERC. He added that if the PSC convinces the Spanish Government to respect its commitments regarding income tax, the conditions for negotiating the budgets will be created.
